Regarding your last link: In Washington state, the left lane is for passing. Driving the limit is not passing, unless everyone else is chugging along at 50. Ergo, following the limit = breaking the law. Weird, yes, but that’s how it goes.

It’s the catch 22 lane. You have to break the law speeding to travel in the left lane, in which case you are liable for a speeding ticket. If however, you travel at the speed limit in the left lane … you are liable for a “not exceeding the speed limit ticket”. Heh.
Moral: Stay out of the left lane.
